DR1:The FRN is denied for failure to advise bidders that a RFP was issued. A RFP was issued but the referenced FCC Form 470 advised potential bidders that no RFP existed. During our review, you provided a document titled “Technical Specifications” that contains significant information to enable prospective bidders to respond to the FCC Form 470. The document released describes the project undertaken and contains sufficient details to inform potential bidders of the scope, location, and any other requirements for the project and services requested. Furthermore, the document identified the criteria to be used in your vendor evaluation. FCC rules require applicants to “submit a complete description of services they seek so that it may be posted for competing service providers to evaluate” and formulate bids. The applicant’s FCC Form 470 should inform potential bidders if there is, or is likely to be, an RFP containing specific details related to particular services indicated on the form to enable all potential bidders to reasonably determine the needs of the applicant. Since you failed to inform potential service providers that an RFP was available for the products and/or services requested, this FRN must be denied. ||MR1:The monthly quantity for all FRN Line Items was modified from 1 to 115 to agree with the applicant documentation. |
