DR1:While we acknowledge the cancellation request, the FRN is being denied because it was determined that you failed to meet your state and local procurement regulations relating to the competitive bidding process. Specifically, you could not demonstrate that you were in compliance with Texas Administrative Code §20.82, which states that “A state agency seeking a specific delegation shall submit its proposed specifications for goods and services and evaluation criteria to the division using a procedure specified by the division.” FCC Rules require applicants to follow their state and local procurement rules during the competitive bidding process. Therefore, the FRN is denied. |
